Sampling Manual: A Guide to Sampling under the CDM with special focus to PoAs. First Edition

For CDM project activities it is an important requirement to calculate and document achieved emission reductions in a conservative and transparent manner, allowing verification of emission reductions and the actual issuance of carbon credits. The management, development and especially the monitoring of Programmes of Activities (PoA), which e.g. bundle high numbers of appliances such as lighting devices or cook stoves, usually involve sampling approaches. Sampling has shown to be a key success factor in the design and implementation of a PoA.

The key objective of the “Sampling Manual – A Guide to sampling under the CDM with special Focus to PoAs” is to support CDM and PoA project developers and stakeholders responsible for the sampling and monitoring procedures in providing practical step by step guidance on how to choose and define the most appropriate and efficient sampling approach.

The Sampling Manual has been elaborated by Perspectives Climate Change on behalf of the KfW-managed “PoA Support Centre”, which contributes to the expanded use and implementation of PoAs and which has been initiated and funded by the German Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU).
